You must be referring to what a serial storyteller said was told to them by an unnamed person about what they said was the intent of some unnamed parties to invest but only if unspecified milestones are met.
Wow, that is just about as firm as any one of their vaporware stories told for the last 4 decades.
Don't mind me. This lifeform has been one of my favorites since an aborted business encounter from back in the early 90's. I have to check in every once in a while to see if (and how after all this time) they are still able to find sheep to fleece...and apparently they can and do.
