WTEQ amount of shares trading

WTEQ amount of shares tradingCan someone explain to me how the total shares vs Shares outstanding works in terms of shares of WTEQ being traded?

It looks like just the 8.6M are being used to calculate market cap?  But showing as 105M outstanding?

Can someone please explain what is happening with the 105M shares outstanding?  Thanks
