Market thinks there's a chance it won't pass.  I extrapolate that speculation from the slight weakening of the SP during past week, whereas it should be the opposite if the deal was 99% sure to pass;

Right now you can buy at 3.94 theoretically, getting 4.00 by April 8th?  (Guesstimate).  That's 1.52% gain for two weeks = 39.52%/annualized, non compounded.  

Seems "probable to go through" now, but not like 99% anymore.
