During the '50's perhaps (I wasn't around) there may have been a bit more to be concerned about then killer whale pods. To those making a living and supporting their families these projects represent THEIR economy and their welfare does ride on them. Regarding THE POINT. Why don't you take a project through to completion when the regulations and regulators are of such a convoluted nature that it takes little effort to throw something against the wall that will stick.
