Urban Legend ?

Urban Legend ?Now that ALMTF is closing in on the US $  ( 0.95 US$ ) :
Years ago, when I was in GWG before they went bankrupted, I remember a posting telling about the possibility of institutionals to buy shares only when they passed the US Dollar on the American market.
Under that price it was impossible.
Is this correct, or is it an urban legend ? If it is we could have a "giant leap" soon.
