WHY HOOPP BUYING THIS OUT IS NOT FAR FETCHED

WHY HOOPP BUYING THIS OUT IS NOT FAR FETCHED3.1 billion in assets, 2.2 billion in equity, 900 million in debt.

2.2 billion in equity, with $11.00 share price (let's assume it gets there on weakness), that's 1.1 BILLION in market cap trading.  They own 25% which means they need about 750 million to privatize the remaining float....add a 25% premium to market price, they buy it out for 1 billion and a 30% discount.  The question is, why haven't they already?
