It was the Trudeau Liberals that pushed it through but to call it a Constitution would be a stretch.
It did in fact create some massive changes to the British North America Act, which was considered to be the Constitution of Canada, until the Liberals came up the Charter of Rights and Freedoms, which in effect is much easier to change in both context and content than the more rigidly written BNA Act.
The FNs rights to be heard in the courts as soveriegn nations is recognized by the World Court. Back around the time the Liberals changed to a Charter, rather than a constitution, the FNs paddled a couple of canoes down the river that flows through Paris, France in protest to the way they wre being treated concerning their status in Canada.
About that time, several nations were offered large, one time buy outs to renegotiate the conditions of their treaties and with some incentives towards self government. This eventually led to the splitting of the NWT into two different territories.
When such moves are made politically and legally to those changes, the BNA act had to be left behind, for the most part and a different venued called the Charter Of Rights and Freedoms came into effect. The CRF is much easier to make changes to.
