the tax pool belong to the shareholders or the federal government unless some other oil company buys the twin butte shell, then they will have to negociate with the common shareholders.

Yes, the shareholders own the corpse and although the buyers proceeds may partly go to other creditors, we shareholders get to decide if the deal happens or not.
