My new interpretation of NR wording ...

DM has made it into the FINAL round of the bidding process.

The final round of the bidding process is NOT an examination round.

The second-to-last round in the total bidding process was the last examination round, therefore making it the FINAL round of EXAMINATION -- which DM has now passed.
