GRB has several wide and dep moats around Montalva, that is why Jeff refers to the process as a formality - the "competitive process" Jaresko rattles on about  is a bunch of lip service to make herself look like she is championing the people of PR. There are no competitors, just a few companies who have their sh!t together and ready to go and then Jaresko and company who might be 100% corrupt and therfore able to kaibosh the whole thing and bring LNG interests instead of renewables. Up to you as an investor to look into it and see if  it's a "Formality" or if it's a corrupt gong show that Jeff should have never put his foot in.
