And yes carbonate NOT concentrate, which can't be fed into SX whether it's "rapid" or otherwise, do some very basic research on RE primary process.
Basic research would tell you the hydromet or crack & leach stage, liberating the REE from host gangue, incl Th & U, and producing a carbonate is the most capital intensive part of the 5 step primary process.
Aside from that the generally accepted tolling fee for separation is ~$3.50kg, compare that to what MP is selling concentrate to the Chinese.
You really do need to try and learn the basics here, your waffle is total nonsense.
