I would guess the price decline has to do with the fact that the 4 month hold period on the last financing they did finished around March 20th or so and all those shares are now open for trading. ...more

Yes a 40% drop in such a short time frame is not normal market fluctuations in my opinion. Haven't been following the short report or company finances but may be telling.
