I would think that the firm and indiiduals in the firn would be extra cautious not to get into a potential insider information pickle, especially so late in the process and at such low volumes.

This is absolutely correct. Every ticket must be stamped either solicited / unsolicited. Also, both firms have institutional / retail components, so the trade flow isn't that meaningful
