In an underground setting, a loose face or back is always tested with a scaling bar ( long crow bar) solid rock gives off a sharp metal sound ie; iron striking iron; whereas loose rock sounds drummy; hollow.
If the loose can not be pried from the solid rock; then holes are drilled into the loose face first then the drill steel is exchange for a rock bolt. The rock bolt has a shell on the end that expanes as the jackleg screws it in. Thus tons of rock is tied to the rock face and drilling can continue under the overhang without much danger to the drillers working on the bottom bench trying to reach the kim.
I also find it strange that Paterson would be talking to the mining inspector in Yk and not on the jobsite. So there must be something other than the danger of spring thaw dislodging loose.
