In either case, my guess is that production will be dropping - not because of reduced demand - but because energy costs are rising. And this rise in the cost of energy is not only due to inflation but its also likely due to a reduction in government subsidies. This is positive for mines outside of China, who are paying the full cost of energy. However, consumers will ultimately wind up paying more for goods as the cost of commodities rises.
