Westernkid- You are right, I believe about the nuisances and such costing time. From my past experience working in my State's Permitting Office (retired now), permit apps were either on a 30 or 60 day review period. We called it, "on the clock". However, whenever an applicant/other governmental agency would be asked for additional information, the "clock would stop" until satisfied. Often months would pass for every occurrence, like we see here. FCO being political too, you bet, and good on'em. Bringing Andrus on board was imo a wise call. Credibility factor goes way up, might not prevent a lawsuit, but I like they guy.
