The given cost assuming on-site diesel generators for electricity and CAD$1 = USD $0.9 is CAD $50.39/t. This will be about $55/t if there is no all-season road access.
As for your comment of "Anything less than 1.5 carats per ton is worthless!!", that is incorrect. Many diamond mines have grades well below 1.5 c/t. Examples are Letseng @ around 0.1 c/t, Koffiefontein ~0.2 c/t, Koala North ~0.8 c/t and Diavik A11 North ~0.3 c/t. Even Victor at Attawapiskat has a grade of less than 1 c/t.
The diamond value is the important factor here, high value can offset low grades. Renard has values up to $109/c which is on the high end of things.
