I agree with you - who on earth says ANX is running out of cash.  From what I hear they have just raised a further C$1m to tide them over, and as you say, they are runnning a certain amount through the Gekko mill so are probably keeping the wolf a fair way from the door.  If I was a betting man I would be putting my money on them taking out NIS for a song and then owning the whole of PC.  NIS is rather exposed and I believe the chairman (Harold something or other) has a huge personal loan secured on NIS stock that is due to be repaid in the next few months.......and he is not the most popular person on the NIS board.
It would appear that there is a little too much poker being played out, which obviously requires that shareholders are kept in the dark and generally treated like mushrooms.  Fortunately for me, I genuinely believe that ANX have a lot more picture cards in their hand than NIS does.

I only wish that the game would play out a little quicker as it seems that the broader market is bottoming out and I would like to use my ANX investment to take advantage of the upswing.
