those countries also spend ZERO dollars on maintenance and parts. they can turn a brand new 727 into crap in a matter of 8000hrs/3000cyc.  i worked on two ex ethiopian airlines 727-200adv. they got them brand new. 8000hrs/3000cyc  nine years later to canada they come...........shock!!!!!!!!!!! i have seen better 727's come out of the desert with 70000hrs/45000cyc than these two. for nine years, it appears, only fuel and oil were added, nothing else appears to have been done. the year end results for that contract wont pan out the way they hope, IMO management made a mistake....
