Regards to oil law

Since there has yet to be an oil law in place , one has to wonder why the majors are starting to move in ?
Check the news headlines for the companies that are lining up to be in December 12 auction .
Why are all these companies lining up now as opposed to the last auction if there is little hope of an oil law.
Why would Baghdad even be inviting these companies from various powerful countries(governments) if they are not going to cooperate by putting in laws that benefit all these companies as well as themselves?
Do you not  think these companies and countries might have  some political clout once they also have their foot in the door so to speak.
Once there is a law in place , would it not apply to all provinces?
With the amount of oil tapped and untapped in the Kurdistan region and if  the Kurdistan region is treated separately ( ie deals illegal)  , do you think that the Kurds(and a few other powerful nations) will sit idly by and let Baghdad run over them once more?
