Could be just Goldman picking up shares on behalf of Severstal to add to their present number, plus Troika amount then this additional amount i.e.5% . If so, Severstal would have to formally PR each 5 % increase.So is this the beginning of the Severstal squeeze out and final offer to minority shareholders ?
