No Pre-feasibility Study?

No Pre-feasibility Study?NR says that the proceeds will be used for corporate purposes and to TSX Venture exchange fees. It did not mention anything about pre-feasibility study. I am littile bit confused. Are they getting pre-feasibility financing through JV or take-off agreement with someone?

Any thought?
