Shorting

ShortingWould someone in "the know" please state the rules on shorting stock. It has been ascerted that brokers and other "priviledged shareholders" short trades GAP shares.
I thought there had to be a minimum stock price of $2 in order for a Broker to transact a short sale.
Clarification would be appreciated.
