I suspect this will be the true bonus of an association with a large established company like Covidien.  This is not their first time around the track so they no doubt have an established protocol when introducing new products.

Informing the practictioners is the logical step prior to prompting the public to seek a prescription.

I feel all of these factors are tied to the delay in moving on the stock consolidation.  Management may want to see what price movement there is just on the value of the product itself.  If in fact there is some appreciation then the degree of consolidation can be adjusted.  I don't see any of our current contributors as objecting in the future to a decision to go for 1 for 15 versus 1 for 40.
