Don't forget that level twos are bids people have put in. They do not account for people who submit market orders. If a market order gets filled at a lower price, it can drop the price a bit. Then the level 2s seem to take over and you see the orders getting filled. Level 2s aren't a really good way to guess where the prices will go, but they are good for queing you on when you might consider selling or buying.
