Sounds like a fair comment for a shareholder to send to the company.

At the presentation Alex did call it "pre-construction". But given the 500+ people working on site, i doubt the work on site is being kept secret. Also, I expect that the contractors and senior managers who are all Peruvian know how the law works in their country. As far as I know the EIA was the show stopping permit and I don't believe an pre-construction work was in progress before the EIA was issued. So, if a critical permit was missing I doubt anything would be going on at the site.
