What is keeping HRG down?

What is keeping HRG down?Consolidation after big run? No CEO? Severstals purchase of 19M shares at 1.05? Other?  There is no volume and little movement, when gold is hitting new highs.  Any thoughts?  Based on performace in previous quaters and anticipated great results in Q3, what could be keeping it at these levels?
