A little early for infrastructure
It is a bit premature , at this point, to put in infrastructure.  They are located  (the Roche Bay prorerty) close to the ocean.  I would expect that they have plans made on how to move ore or pellets or whatevver to the ocean, as well as a plan for  getting it onbard a ship.  Up until now the project is at to preliminay a stage to actually be building infrastructure.
I think that once the 2011 drilling results are in, they will look at all the costs and decide if this project is feasable, and then, if it is, will begin building infrastructure.  There is still a ways to go before then and some things that still have to be determined as to whether this whole project is a go,.
I know that does not really address your question, so the short answer, is that as of Sept last year there was absolutely no infrastructure in place.
