It's 51% in attendance the day of the vote.
51% of whoever decides to show up.
Interesting to note too that those in favor of kickbacks to the Native community and jobs and development are the ones who overwhelmingly tend to show up in the greatest numbers on a voting day where oil and gas exploration on Native lands has come into the realm according to Indian and Northern Affairs Canada.
