There is not likely a single source.
More just a hunch when you look at the bigger picture.
It would make sense to hold the news until the psc issue was resolved (don' show your cards too soon).

Imho I think we are too far along and by that very contract are obliged to show what we have done so far.
Would have been good timing to have the news released at the same time that the two governments came to an agreement , but seems it is not in the cards.
However even with an agreement we still have nothing but a sandy hill without oil.
Seems we have oil , how much is debatable for the moment.
The deeper drilling point that was brought up earlier can be read however one wants to see it.
Yes they stated they would go deeper if the results were favorable , but it also makes sense to capitalize on what we already have , raise some money  etc etc.
All the while still hiding another card that can be played once the political situation is better.
As stated this is all my own opinion , but as I have stated before I am betting that we are going to do very well shortly and in the distant future.
Still hanging in , been a great ride so far even with the ups and  downs.
