Rock Creek is not going to happen overnite, there will be profits from Troy mine to fund development for the intial stages. From the june 2011 presentation:
Rock Creek

 Development

         –  Phase I : Evaluation adit and Feasibility Study. Initial infrastructure and mitigation measures in
            place (2 years)

         –  Phase II : Construction (3 years)

               •   Estimated cost of US$275M.  Will employ approximately 300 workers
We must also consider that once Rock Creek gets approved , RVM becomes a buyout target.
