I do not see the need to know the “real reason” for the delay.From my experience, there are several reasons for delays, and from most seriousto least serious:
1)Legal delay: this can happen if there is a legalissue such as prospectus filing. This is most serious and nothing can be doneabout it unless people want to break the law intentionally.
2)Delay by independent agents: this applies to43-101 and the scoping study. These are done by outside agents, and they aresupposedly to be completely independent. The company has not much control inthis case.
3)Delay by paid contractors: such as drilling,engineering, construction, survey, assay and so on. The company has goodcontrol on this.
4)Internal delay: the staff get sick or onvacation, and thus delayed. The company should have good control on this.
RGX has experienced legal delay in late 2010 for about 3months (the great halt from 2008 to 2009 for about one year due to financingand legal delays), and then type (2) delay in 43-101 and the scoping study in2011. These two types of delays are difficult to deal with as the managementeither has zero control or minimal control, and thus why ask the “real reason”for these two types of delays? I have no idea why the scoping study will be expectedto complete by Sept. 2011 by the way.
Also, things were never static, and depending on the timing,people can get different dates of completion….
