Lets examine the Capex

AVL capex around 1-1.5 billion and NPV of around 400 million

RES capex around around 100 million NPV or around 200 million but has little to none HREE that the world needs.

MAT capex around 300mill and NPV around 600 million...

I must say MAT is only at the PEA while RES and AVL is going at the FS stage, so it is only a matter of time before the MARKET CAP reach the 300 million levels.
