A stack of money. He who has the paper gold, AND access and control of knowledge, AND access and control of media makes the rules.

But why does the government, which is supposed to maintain the rules of equity in the common interest, allow power to become so concentrated in the hands of the few? Why are the banks allowed to trade in their own interests, make stock recommendations favoring their own interests, AND have access to the trading accounts and financial records of competing traders. This stacks the entire system in their favor.  

This type of concentration is hugely anti-Adam Smith.
