You need to be able to leverage your existing infrastructure.  To build a processing plant you will still have to ship the iron ore down to RB to ship.  Once a partner is finalized for Tuktu, I'm sure the plans on how it will all be folded into RB will be revealed.  You have to weigh the economics of trucking the product down vs setting up a whole new infrastructure at Tuktu.
