Relax,

Based on para 4 you posted, it seems that the government is asking for a change to the license terms in which it is asking for at least 20% free shares. Both parties have come to an agreement on the new terms and its in the process of being issued.

This is only fair to the Kyrg people as when the mine was first practically 'given' away to Stans the govt. then did not know what 'they 'had'.  Thus as the minerals are from their land  it's only morally right that they get a share of it and 20% imo is fair. What's good is that they are asking a share of the company and not royalties as that would be of the selling price. Here they are only getting a share of the profits( 20%). It's even better as since they would be shareholders in the company, all licensing and future dealings will also be much easier and would comfort bankers when it comes to licensing (though it does say minimum 20% free shares).

This could explain the delay in the release of the PFS and the performance of the SP as the market does not like changes to terms of pre-agreed licenses.

However, this should be the last hurdle and once this is all settled, progress should be expedient and our SP should resume it ascend.
