The way I see it

The mine workers have a contract until the end of 2012. Before expiry of the contract, they wanted the company to increase payments toward social benefits. The company refused, so the miners approached the opposition party with complaints about the company. The opposition party took up the cause, embellished industrial accidents or environmental violations, and made it a major issue to discredit the company and hurt the current government,  hoping to win the next election. - However, the government, which is a major shareholder of Centerra,  receives much of its revenue from Centerra's operation and from its taxes.

Conclusion: Do you cut off a major source of income to silence the opposition, or do you make some minor compromise to placate the miners and ensure a continued stream of revenue to run the country?
