In addition to what CBA_Gallery said, the mindset in the gold industry back then is that the price of gold would be over $2000 now. Of course the price has declined since then and global risks remain. There lies the problem with commodity companies and dividends, little/no control on pricing which can go thru big cyclical moves affecting cash flow and payouts. Better to wait until there are multiple mines IMHO. Single mine operations are not suitable to be dividend payers.
