there will not be a deal until at least after the feasibility study.  I believe that the most logical situation here is that there are still interested parties but they have not been able to agree on a price.  There are probably no active negotiations going on right now but both sides (OLE and potential buyers) know what each has to offer or wants.  I do not think that there will be a PR saying that any negotiations have been called off.  Chet would have waited to buy after such announcement if that was the case.
