I'm not sure I'm following your thinking pattern. Astur is in another autonomous region than Edgewater. So whatever the Asturias gov't is pushing does not mean Galicia is pushing. Don't get me wrong, Edgewater will get its license, I think within the next few weeks, but it's a thinking error to extrapolate the decision in Asturias to the Galician situation.
