Rally coming to small caps

A report I saw the other day said venture small caps got beaten down extra hard this year with tax loss selling and profit taking because of the higher taxes in the US being implemented with the fiscal cliff. It also indicated there is an expectation of a big rally in small caps the 1st quarter of 2013 as these investors and Money manager reposition  in the new tax year.
