You must have a willing seller and I don't think Arcan is willing to sell at these rock bottom prices.  The rumour is that they were not even interested in selling out to CPG at $7.
 
 
Obviosuly they have a great asset is CPG bought 20% at $5...  Why would Arcan's management wat to sell low?
 
 
They could go hostile, but I'm not sure how the poison pill plays into a hostile bid (if at all).
