Sounds excessively pessimistic.  So they talk about how the money spent on terminal for IMPORTING NG was a 'waste'... as if much of what was built can't be reused and modified for exporting NG.

The author does make one good point... that it would be cheaper to simply export the technology. 

Sounds simple in theory... but in reality, just because you export the technology, doesn't mean you can actually *use* it due to environmental laws/regulations in those other countries.

Having NG import/Export terminals will be good as it will cause NG to trade more like oil and will reduce the huge regional pricing differences and will help even out supply.
