Soon, I heard the pen has been ordered but there is a shortage of pen in nigeria.

 

Serioulsy, I have no idea.  The only thing I can say is that the Pipeline group (Mart 15%) seems to be very confident and that they plan to start contruction in the very near futur.  The pipes have been delivered.
