14 day blackout period has everything to do with it.  Basically, there can be no information released by the company for 14 days from when the shares were bought.  They were purchased last week so 7 days have already elapsed and once this week is over, then any news releases can be published.  But I do agree with you that we need to see some news releases very soon to understand where all the re-work of the framework agreement will take us...
