Ask yourself why they have had to extend the deadline.  Is it because there aren't enough Saudi citizens to take the jobs?  Obviously not.  I suspect that its because they simply can't find any Saudis that want to work.  Want to work in those industries, or work for whatever level of pay that is being offered.  Employers are going to want to keep their cheap foreign labour.

 

As the saying goes; you can lead a horse to water, but you can't make them drink.    You can pass all the laws you want saying that citizens get first dibs on jobs.  But if there are no qualified canditates, or the ones that are qualified do not want to work for the wages offered then the law doesn't matter.
