this is where you are absolutely wrong.  They are not waiting four months for John to come back to make a decision.  Trust me that the wheels are in motion and Eric is the key guy who will keep the ball rolling.  And trust me John will still be involved in some capacity.   If this project was starting from scratch and it was the early days, then i would be worried.  The plan and strategy is in place.  All that is left is finalizing the dollars required for the project.  This is led by ICBCI with Eric as the main lead for AXI.
