Silver streamer would ask the same questions as shareholders: how much are you going to produce, at what grade, and from what resource.  If the company were able to demonstrate those things then the share price would be higher and they wouldn't need ot think about a stream.

I think a high yield loan from Sprott is the financing option if they need money.
