You are confusing the US Constitution with the Canadian Constitution. The government here does everything for the "Crown". Yes we have a "Charter of Rights and Freedoms" but that has a "Notwithstanding" clause that essentially allows governments to override those "rights" at any time if the current powers deem that it is in the social interest to do so. Essentially it is not worth the paper it is written on. That clause has been invoked several times.
"Invoking the so-called notwithstanding clause, which allows governments to override parts of the Charter of Rights and Freedoms in exceptional circumstances, Bourassa introduced Bill 178 in December 1988. It decreed that only French could be used on exterior signs while English would be allowed inside" commercial establishments." If you and your customers are English or Chinese, your sign on your store has to be French or you will be arrested.

The Russians have a "Bill of Rights". Hitler would have been happy to use our "Charter of Rights and Freedoms" for his purposes. Come to think of it, I can't even say that the current US President has any respect for the US constitution.
