Whoa! If they move toward the auction system that can (and probably will) lead to corruption...as this is the Russian system in action. In theory, the company does all the work under an exploratoin license but before they can go into the exploitation of the property the license must go to auction. If the explorer loses the auction they get to claw back all of their exploration costs.  The idea being that the explorer will...once they get a sniff of what's in the ground will over-spend, thus (in theory) scare off any other bidders because of the claw-back clause. The system (obviously) does not work and scares away foreign investment. Nah, this cannot be the direction the Brazilian's going.
